Index replacement tables not moved and external sites not needed in reassign permissions #123

In transform when tables moved from site_pedsnet_transformed schema to site_pedsnet schema the index replacement tables were not included and therefore deleted. At the end of transform the site_pedsnet schema permissions are reassigned the external sites should not be included.
