add support to peering-prefix to set next-hop for bird #30

It's necessary to set the next-hop to send traffic from one BGP block inside the container running on mux server.

Looks good, although the final version should compute the user's container's IP address (instead of taking the next hop as a parameter) to prevent errors. In any case, let's wait until after we merge changes to site-dockerized and server.
