Bring legacy configuration guide up to date #6

The legacy configuration guide is outdated (it is from the time when we used Quagga). Bringing it up to date would make it a starting point for people who need functionality not provided by the default client control scripts.

Punting this when someone needs it; we'll know it needs updating as we'd need to update it to FRR.
