Missing meta information in some forecast data files #14

Bug Description It appears that meta is missing from some of the BA forecast h5 files.

File Path An example of a file with missing meta data is BA_solar_2day-ahead_fcst_2019.h5 for NYISO: NYISO/2019/Solar/Forecasts/2Day-ahead/BA_level/BA_solar_2day-ahead_fcst_2019.h5

Perhaps this is because there is no meta data to include since it is only 1 BA? If so this isn't necessarily a bug, but perhaps it would still be good to put something in the meta data field for consistency with the others.
