It would be great if you mentioned your version of clang and electron as I had no issues with them:
$ qlist -Iv|egrep '/electron-|/clang-'
dev-util/electron-32.0.1
dev-util/electron-31.4.0
sys-devel/clang-19.0.0_pre20240706
sys-devel/clang-18.1.8
dev-util/electron-30.5.1 (required by vscode):
[ebuild N ] dev-util/electron-30.5.1:30/5.1::pf4public USE="X (clang) custom-cflags optimize-webui system-crc32c system-double-conversion system-harfbuzz system-icu system-jsoncpp system-libevent system-libusb system-openh264 system-openjpeg system-png system-snappy system-woff2 system-zstd ungoogled wayland -bluetooth -cups -debug -dev-dependencies -gtk4 -hangouts -hevc -kerberos -libcxx -nvidia -optimize-thinlto -pax-kernel -pgo -proprietary-codecs -pulseaudio -screencast (-selinux) -system-abseil-cpp -system-av1 -system-brotli -system-ffmpeg -system-libvpx -system-re2 -thinlto -vaapi" L10N="zh-CN -af -am -ar -bg -bn -ca -cs -da -de -el -en-GB -es -es-419 -et -fa -fi -fil -fr -gu -he -hi -hr -hu -id -it -ja -kn -ko -lt -lv -ml -mr -ms -nb -nl -pl -pt-BR -pt-PT -ro -ru -sk -sl -sr -sv -sw -ta -te -th -tr -uk -ur -vi -zh-TW" 0 KiB
and sys-devel/clang-19.1.2
