Rod Motor TE

Needs to be able to read in redstone level, and provide storage for fuel rods that presents as if it's in the reactor

Needs GUI support to fuel/defuel the fuel channels if/when assembled. The working inventory is actually a part of the Rod Motor and not the fuel channel.
