Hi! Can you add the reqs.txt? need for setting up sphinx and pypi deploy etc

ah - yes, its here now: https://github.com/PH-Tools/PHX/blob/WIP/requirements.txt maybe should split into 'dev-req' and 'reqs' like LBT does? Not sure how to do that though?...
