Not building overlord at 11/10 Food #182

What steps will reproduce the problem?
1. Set waypoint for 11 drones at 1:08
2. Set waypoint for 2 Overlord 11 drones at any reasonable time (2:00)
3. The algorithm will never just build the overlord first, you have to give it 
enough time to build a spawning pool down to 10/10 at which point it will 
overlord.

What is the expected output? What do you see instead?
The algorithm should test to build an overlord at 11/10.

What version of the product are you using? On what operating system?
I tested this on a bunch of versions, it broke 2-3 versions ago.

Please provide any additional information below.

I'm just trying to set waypoints for the algorithm to start a 11/10 overlord -> 
spawning pool build.  I've tried a bunch of different versions and am getting 
weird results.
