It should be possible to set number of larvae available for goals #201

EvolutionChamber often leaves you with 0 larvae available, since it is trying 
to find the fastest possible time. However, this means it may not have ideal 
larva injections or Queen build times. It'd be nice to be able to specify a 
certain number of larvae to be available as part of a goal to tell EC that you 
want it to leave you with a good number of larvae.
