try reduce regridding by returning existing tagging on some cadence #824

I did try a few things but it didn't make any difference

For now I think we are supposed to monitor this SAMRAI branch https://github.com/LLNL/SAMRAI/tree/feature/nselliott/time-refine-regrid

whether we try it now, or wait for further edits is not obvious to me. Yet I believe we were told this was not yet in a mergeable state, so I guess we wait
