Update text for announcements banner and page #112

The announcements banner on the home page currently shows only placeholder text, because we never decided on what this banner should show for the first announcement.

It's the same situation on the Announcements page.

This placeholder text is not useful and looks unprofessional, so we need to decide whether we want to:

a) write new text for the banner and the Announcements page,
b) hide the banner, but write text for the Announcements page, or
c) hide the banner and remove the placeholder text in the Announcements page.

As an alternative placeholder for the Announcements page, I'd suggest something brief like 'No announcements yet.'

Here's the new text for the announcements banner:

This is the website for PHI-base 5, which displays new information not available in PHI-base 4. Migration of data from PHI-base 4 to this version is mostly complete, but some records may be missing. Any missing information is still available at www.phi-base.org.

If the announcements banner is able to display rich text, then the text www.phi-base.org should be hyperlinked to http://www.phi-base.org.

Confirmed that the banner text and placeholder have been added in today's meeting.

The PHI-base team will have to update the Announcements page with the final text after receiving the Docker image.

I've updated the announcements page on the production server but it's not displaying correctly due to issue #117. Closing this issue as completed anyway.
