Update introductory text on homepage #116

The introductory text at the top of the homepage contains the following text:

Data prior to version 5 can be accessed through the previous website, archived here

This implies that the PHI-base 4 website is archived, which will not be correct even after PHI-base 5 is deployed: PHI-base 5 will be on a subdomain for at least a few months before the transition from PHI-base 4 to PHI-base 5 is completed.

Therefore, we should replace the text 'archived' with 'available'. I'd also suggest some other changes to make the text more clear:

Data prior to version 5 can be accessed at the PHI-base 4 website: www.phi-base.org.

In Markdown for the Rich Text field:
