Add an Announcements page #84

We want to add a page for recording past announcements on the PHI-base 5 website.

The page should be called 'Announcements'. Shown below is a mockup of how the page should appear. The page should be editable with Strapi.

Links to the page

We want to add a link to this page at the bottom of the 'PHI-base Data' list on the homepage.

The link should be labelled 'Announcements' and should have the bullhorn icon, specifically the CSS class "fa-solid fa-bullhorn" or simply "fa fa-bullhorn".

The 'PHI-base Data' section should also be renamed to 'Quick Links', since announcements are not related to data.

We also want to add a link to the announcements page at the bottom of the PHI Spotlight section.

This link should be labelled 'View previous spotlights…' and should be aligned to the right, with padding-top of 15 px (or the REM equivalent).

The announcements page has been added with links in the Quick Links and Spotlight sections. Currently the page just has placeholder text.
