Make the Release page editable with Strapi #98

The Release page currently has no content. In the last meeting, we agreed to make the page editable with Strapi so that it can be maintained by the PHI-base team.

Shown below is a mockup of the page. I suggest the page title should be 'PHI-base release notes'.

Closing since this was demonstrated as fixed, but I'll have to confirm when the latest Docker containers are deployed to the testing server.
