Get a link to download the complete PHI-base 5 dataset #99

The link on the Download page on the website currently returns an empty Excel spreadsheet. We want to replace this with a link (or links) to a complete download of the PHI-base 5 dataset hosted on an external data repository.

Initially, this download will be in JSON format (probably a mirror of the combined PHI-base 4 and PHI-Canto JSON export), but we may develop a tabular export later.

I need to check with RRes whether the Rothamsted Repository will be the best choice for the dataset, or whether we should continue using Zenodo.

We decided to use Zenodo since the Rothamsted repository isn't active yet.

The dataset isn't ready for uploading yet either, but Zenodo allows a DOI to be reserved for the record, meaning we can add this link to the website in advance, then we're free to upload the dataset any time before the deadline.
