Removed duplicate _isAllowed function #50

I'm not sure this patch is valid. Which Magento version are you using?

There is two _isAllowed function definition in the same class: line 24 and line 155 ( https://github.com/PHOENIX-MEDIA/Magento-PageCache-powered-by-Varnish/blob/master/app/code/community/Phoenix/VarnishCache/controllers/Adminhtml/VarnishCacheController.php ).

Specs: Varnish Community version: 4.4.1 Magento version: 1.8.1.0 PHP version: 5.5.9
