Define the scope of new, built-in standard parameterized collection-types.

@morrisonlevi has started the work on this.

Needs further discussion and exploration; open new issue(s) as needed.

Note that the "Introduction" section currently states that generic versions of standard (SPL) collection types are out of scope; correct or note in new issue(s) as needed.
