The "Introduction" section says generics can't be implemented using doc-blocks.
However, Vimeo does appear to have added doc-blocks in Psalm, and these appear to largely follow the declined addition to PSR-5 proposed by @mindplay-dk while PSR-5 was still ongoing.
Should we mention this, or just remove that note from the RFC entirely?
