Add function translation for =IMAGE #4208

Please provider locale translation for function IMAGE

First, we do not support the IMAGE function, and I can't tell you when we might add such support.

That, of course, does not mean we can't support translating it. Microsoft offers a Function Translator add-in. However, it appears that it was last updated in 2019, which means that IMAGE is not among the list of functions for which it has a translation. Looking at our list, several missing translations of pre-2019 functions (e.g. DATEDIF) are also missing from the tool. So ... if you can tell me what language you want a translation for, and what the translation is, I can look into it. Obviously, if you have more than one translation or one language in which you're interested, I'd rather have them all at once rather than one at a time.
