hello, if you want to add this to phpfox as a default - I created all the .txt files for all the countries in phpfox this is a very good to excellent pkg of all the states / provinces for all the countries that are listed in phpfox. you can just download the .zip file and unzip locate the ountry and import the stes / provinces to your phpfox site

Steps to reproduce:
see below photos for how to import these pretty easy
the only thing is that you have to do each country 1 by 1
or just select the country / countries you want to add the states / provinces to your phpfox site
all files have the name of the country.txt and inside is just the states/provinces for these states
