Create a wrapper/dispatcher for analyzing CHI

Joie's CHI variable descriptions for CHI estimates and metadata:

CHI repo
CHI estimates and metadata are stored in two places:
- dev: [KCITSQLUTPDBH51].[PHExtractStore].[APDE_WIP].[STEM_SUFFIX]
- prod: [KCITSQLPRPDBM50].[PHExtractStore].[APDE].[STEM_SUFFIX]
- For both dev and prod,
- STEM %in% c("acs", "birth", "brfss", "bskhs", "chars", "death", "hys", "ospi", "wscr")
- SUFFIX %in% c("metadata", "results")
ACS is a different beast and it's not reasonable to expect it to fit into the normal CHI workflow. It does however have to follow the standards for what is uploaded to SQL

rads::chi_cols
- the names of all standard CHI estimate columns
rads::chi_metadata_cols()
- the names of all standard CHI metadata columns
rads::chi_qa()
- checks whether data to be uploaded meets Joie's CHI standards
rads::chi_compare_est()
- Compare estimates between two CHI dastasets / years. For example, if you make changes to the CHI coding and want to be sure you can replicate the previous year's estimates. Alternate example, you just calculated 2022 estimates and want to see how different they are from 2021 estimates.
DEPRECATED rads::chi_compare_kc() and replaced by rads::compare_estimate()
- Compare CHI estimates to the King County average within that same dataset. (This is needed for one of the standard CHI estimate table columns)
rads::compare_estimate()
- allows you to compare data for a given strata (e.g., King County overall, seniors, etc) to all the other rows in a dataset
rads::suppress()
- not prefixed with CHI, but suppression code is more or less assuming it will receive data structured for CHI

load dataset -> make estimates -> qa estimates -> check data structure -> upload

Be sure you take note of (and use and or replace, but do not duplicate) all of the rads::chi_*** functions.
