Modify mcaid_elig_timevar table to replace geo_hra_code with new 2020 census-based HRA codes #190

Currently, the geo_hra_code column contains codes for the old 2010 census-based HRAs (48 HRAs). This needs to be updated such that it contains codes for the new 2020 census-based HRAs.
