change attribution of race/ethnicity in mcaid_mcare_elig_demo #52

Lines 58-64 need to be changed. Currently replace race/eth data with MCARE data only if MCAID is missing. It should be if missing OR "Unknown" (while MCARE data is NOT missing and NOT "Unknown")

I just finished adding race_unk and race_eth_unk flags into the mcaid_elig_demo table today. You could use those or look in race_me and race_eth_me for "Unknown", whichever is easier (the flags come from looking at race_me and race_eth_me anyway)

Discussed with Susan on 2/20/2020 and decided to post-pone changes until after ETL team can discuss the way forward based on Susan's research and emails received from PHA.
