update hra and region ids #3

As I clean up the new CIFS shapefile repo, I'm thinking it'll be a good time to clean up some of the files themselves. Most notably, we should just use 1 - 4 as the numeric id for regions. This will recalibrate the reference files in that way. There are some also some minor column name changes.
