Refactor the projection_years setup in process_error$setup_parameter_tables() function its own helper function.
Call the new projection_years setup helper function before setup_parameter_tables.
Remove setup_parameter_tables projection_years parameter in for a reference to the private projection_years field.

Cleaned up code and set setup_parameter_tables as private method. (commit 917e353 & 53cd2a5) . Upon further review, setup of projection_years values does not need to be modularized or taken out of setup_parameter_tables function. Closing issue,
