Add SmartProperty to CM utility package #165

We plan to flesh out utility classes provided by the CM for
use by the connectors, including XmlUtils, MimeUtils, Simple*.

We should add the SmartProperty class that I wrote for the
developer doc.  It implements the Property interface, but 
has a large number of constructors that take native Java
objects and wraps a Value around them.
