Flesh out XmlUtils #169

The functionality provided by XmlUtils in the 
SPI is very limited.  We added the appendable
interface to XmlUtils for 2.0.  We might consider
fleshing out further.

A recent integration problem arose when the
Connector Manager and one of the connectors
included two different versions of an XML jar
file.
