Since we have now removed the adhoc duplication of rows for case like ARG (countries wo/ any national survey coverage) there is no longer any need for the temporary syv_anchor table in the creation of the reference year table.
I suggest removing it as a (minor) simplification of the code.
We probably need to re-write all of pipdm in terms of a new and improved data flow, but I think it is good to start with improvements and simplifications of the current code.
