Hi @tonyfujs ,

In this PR I am adding the necessary function to estimated low-hanging indicators using as input the standard PIP output. This PR works in conjunction with PR 343 in the pipapi package. All the functions have been created by @zander-prinsloo . I am only integrating them into wbpip and pipapi

All your comments have been addressed, mainly by @zander-prinsloo (thank you!). I also fix a few things in the package to make sure devtools::check()s pass.
