Localization Overhaul #13

Big overhaul for localization, with many new strings added in places that weren't previously localized (setup screens, menu screen, etc), as well as punctuation and grammar fixes.

This also adds two devtool scripts for exporting/importing string files (.xliff), and the last commit updates translations from Transifex.

I may change the build steps to remove the Bartycrouch script step as its really only needed when exporting for localization to Transifex, and it causes all the various .strings files to have trivial changes when building...thus making the working tree dirty.
