Prefere to read the OID.txt from UserProfile directory #12

It would be nice if the asn1editor would check for a OID.txt file in %UserProfile%\AppData\Roaming\Asn1Editor\OID.txt and use the one next to the exe as fallback.

FYI, there a chance that this functionality will be improved with OID editor, you can refer to this issue item: #32
