remove dill
handle exception in objective function
api change: runtime_limit -> max_runtime. time_limit_per_trial -> max_trial_runtime
default value of max_trial_runtime is set to None
tested on python 3.7, 3.8, 3.9, 3.10 and on linux, windows, macOS
