If a message gets a lot of reactions from individual members, SAM should repost this message in a specified starboard/highlights channel so that everyone on the server can see it. This way everyone can see what funny messages have been posted on the server regardless if they have access to a specific channel.
There also needs to be some exceptions so that SAM won't repost messages from private or bot-only channels.
