when multiple apps are installed, but 1 is down, the proxy will not start #22

the restart logic of the proxy assumes that all varnish services are running and fails otherwise

only running web services need corresponding running varnish services

This issue is fixed by ac553998fdd8b73e639057f3ae1462a50d04c975 and is included in 1.0.5. Thanks, @terry2027 for the report.
