Well I haven't submitted a package in a few days. This could be related to their server (or apache process) being out / down over the weekend in case they re-started differently. Maybe post on r-package-devel rather than here?

Edit: Actually I get

The webpage at https://xmpalantir.wu.ac.at/cransubmit/ might be temporarily down or it may have moved permanently to a new web address.

and that means the VM xmpalantir may be down. I posted about CRAN down to r-devel (late on Saturday), you could follow-up there in the thread...
