PARS data - check for old records #30

Ran into this issue with Copperhead data for demo. Took me down a rabbit hole of sorts. Some PARS data is in the SGCN database that is VERY old. These records need to be searched for by LastObsDate. For demo, I fixed this for Copperhead.

Was this fixed across the PARs data?

I want to say yes, but I should look at this further when I can have good concentration. It may have been a filtering issue. I will check.
