SWAP names and Biotics names are different #7

Got a crosswalk table from KC. Need to implement it.

315 SGCN from the CPP layer if we just use the SWAPname -vs- 329 SGCN from the CPP layer if we just use the ETname

Kierstin made a crosswalk file as part of her ET updates that we now use to rectify the name differences.
