Create new habitats/other units threats and recommendations database #34

Some of the boilerplate threats/recommendations text doesn't line up to species or even natural communities, but does match to specific habitats (e.g. shale barrens) or possibly geographic regions (e.g. privately owned forests in shale gas regions).

Store commonly-used text on threats/recommendations to these in a database that is keyed out by the habitat unit or geographic region.

We'll need to think how best to pull this information into NHA reports automatically. Some options: 1) a habitat area/geographic area checklist that the user completes for each NHA when creating a report?

2) a set of keywords which the tool searches for within the NHA site description and the biotics text fields we import for other sections (e.g. "shale", "floodplain", "roadside")

3) Location of the NHA could also trigger certain sections to be added to the report (e.g. counties or regions for which a known, broad-level threat is present)
