Kirstin suggested that we filter the background reaches to also exclude one reach up and one reach down from any reach that is associated with a presence polygon, which will prevent similar habitat as presence points from being selected as background points.

I believe somewhere in the NHDv2 data there are data for the next upstream/downstream reaches (listed by COMID). Need to investigate more and alter the code in 1_pointsInPolys_cleanBkgPts.R
