add in sanger drug combination data #94

Depends on #53

We need to add in the drug combination data from Sanger. RAw data is hosted on figshare here: https://figshare.com/projects/Effective_drug_combinations_in_breast_colon_and_pancreatic_cancer_cells/117084

To do this I need the processing code. According to email discussion they will be releasing it by end of February, so check back then.
