Move OSFixes to Generics and migrate Generics to another repository #135

Generics are not specific to POETS and it is likely that they will need to be used in other projects/repos in the (near) future. It makes sense to move these out to a non-POETS repo and then have them included as a submodule.

OSFixes is also a rather generic header that is not POETS specific (subject to renaming of namespaces) and it would make sense to move this into Generics for use elsewhere.
