Update Development with all of the progress/bugfixes from 1.0.0-alpha

This pull request moves the Development branch of the Orchestrator from the "V2 parser" to the "V4 parser" and incorporates numerous other features and bugfixes. A new command set is implemented, P_builder is replaced with Composer and improvements have been made to the placement system.

See the previous PRs on the 1.0.0-alpha branch for more in depth discussion.

Additional steps once merged:

• Revert repository default branch to Development
• Carry out a similar merge on the docs (see https://github.com/POETSII/orchestrator-documentation/pull/17)
• Update Shared Drive code and docs
