Note that this will need some changes to Section 2.5 of the Volume 3 documentation. While what is there is strictly true, it's no longer the whole story. Here's the text I'd like to add to the end of the first paragraph:

Exits can also be scheduled by the operator (see the user guide). The trigger for these exits is checked in `OnIdle`, which is only performed when the message queue is empty.
