Allow trunk to be enabled/disabled by feature code #20

There have been two questions recently on the PIAF forum that could have been addresses by having trunks defined by a manual enable/disable toggle. The best way I can think to do this is to have a feature code for each balanced trunk, maybe with an optional pin. The status of the toggle should display and be changeable in the GUI.

This commit adds the gui and dbase elements for the toggle and includes a simple script that can toggle the trunk via cli
