changes publish-to-anaconda to development version.

related to Issue: #268

It looks like this is not causing the github action to run when doing a PR to the main branch.

Needs to be tested if this does lead to the publish-to-conda action to run when the PR is accepted and merged into main.

@astroJeff @tassos25 would you be able to merge this into the main branch? This should fix Issue #268 where a PR would be published to anaconda. Now it should only publish to conda when there's a new "version" and a push/PR merge into the main branch.
