This PR not only adds tutorial 13 ("Stops") but also creates an initial draft that contains the following:
The "The Question" section has been partially completed, but I stopped midway and need to clear up some concerns before I continue work on the section
The "Wisdom" section is in a 'rough draft' state - lots of work needs to be done (addressed by the FIX - label)
The "Justice" section is also in a 'rough draft' state, as lots of work still needs to be done
Should I make a causal model or a predictitve model for this tutorial? I was leaning towards a causal model but I left the predictive comments in just in case a predictive model works better in the grand scheme of things.
Note - there are many things that I wish to talk about with Preceptor, and these are marked with the comment header SD: to indicate that they're for discussing.
Also, DAMN! The template_tutorial has evolved SOO MUCH! It's more than a day-and-night difference!
