This PR enhances the project's documentation and configuration by adding informative badges and improving verbosity settings.

Documentation

Add new badges to the README.md for build status, Python version, Django version, license, and project version.
Create a new prompt file prompts/add-readme-badges.md.jinja2 for generating badges.

Configuration

Update verbosity settings in .pilot-commands.yaml to use verbose instead of quiet.
Correct a typo in docs/source/user_guide.md from vebose to verbose.
Add handle_parsing_errors=True to the AgentExecutor in engine/agents/pr_pilot_agent.py.

Versioning

Bump version number in version.txt from 1.4.10 to 1.4.11.
