[hsu] two potentially breaking changes
[hsu] so for #3428 a patched release of pr2_controllers is also needed to prevent double publication of base_footprint

[tfoote] If you need bleeding edge stuff please update your hardware test svn external url's to point to trunk. Or make your own tag for the short term if you don't want all the changes on trunk.
There's no point in maintaining a tested version if we push out things without testing. This release should go out through the standard process.
PS: a quick reminder, any changes should be on on the changelist, but I don't see anything at http://www.ros.org/wiki/pr2_common/ChangeList
[watts] It looks like we have two changes to pr2_common which need to be released, #3422 and #3428. I've added both to the changelist for a 0.2.1 release. #3428 hasn't been tested, and needs a release of pr2_controllers according to the ticket.
What is the standard process? Eric is gone. If we get these tested before he gets back, can we push out the release?
[tfoote] so we did this today due to pr2_controllers changing and breaking every robot based on compatability with trunk.
We need to not have these hurry up and release unless it's actually a big bug. We're working hard to make things stable, and if we can't follow our estabilished process then we're shooting ourselves in the foot. Ala every robot was broken for several hours this afternoon.
I changed the URDF for the shoulder in r28582 for #3422. For HW testing, we need this to be released, since the HW testing trees use latest.
I'm not sure who owns this stack, it says maintained by Eric.
