Update PR2 Beta URDF based on base/caster drawings (ros ticket #3566) #171

Function has given us a mechanical drawing with the locations of the casters on the base. The URDF in pr2_description needs to be updated with this information.

[sachinc] The original values for caster_offset_x and caster_offset_y were 0.2225 m. These are now set to 0.2246 m (in trunk). r29350
