caster urdf specifies 'upper' instead of 'rising' in calibration element (ros ticket #3696) #173

To get pr2_controllers released, we'll have to fix this one string in the robot description, and send out a bugfix release of pr2_common.

The alternative is to delay a deprecation in the calibration controllers to a bugfix release of pr2_controllers, but that would mean sending out 2 bugfix releases instead of 1.
